First, Put a Prop_Static with the model models/props/de_prodigy/fanhousing.mdl


Next thing you need to put is a Prop_Dynamic with the model models/props/de_prodigy/fan.mdl


Now make a brush with the tools/toolsorigin texture and put it in the middle of the fac propelor. press Ctrl+T, make it Func_Rotating and name it 'Spinner', open the properties of 'Spinner' set the speed you want, and go to the Flags tab, select 'Starts On' flag

compile, it should look like this:
